Unless you have a big following on twitter, nowhere.
1. Upload the video to YouTube and make it accessible via direct link only (unlisted);
2. Copy the URL;
3. PM u/Blizz_AndyB (OW community manager) and hope that he checks his Reddit inbox.
You right click their name, select report: Abusive Chat, then input the information in there.
